European law forbids firms from using a dominant position in one market to gain one in another. For Microsoft to extend its operating system monopoly to hardware is squarely in the frame, and if the OEMs help it they will be acting as a cartel:

We beat this seven years ago with the campaign against Trusted Computing, in which the European Commission and the German government played important roles
