Uhm, Linux DOES dominate - overwhelmingly - the market segment where Win8ARM wants to get in to. Windows Phone is an utter failure in the market, even more so than it's ancestors. Also note that many of the Linux devices in this market are also locked down. However, much to my surprise, that situation appears to be slowly improving.
