A surprising percentage of people who have been victims of 491 scammers deny that they've been scammed. They'll insist at length that there's been a miscommunication, that someone's made a mistake, that the money will turn up if they wait long enough. People don't like being victims. And if you're then going to have to continue social interaction with someone who raped you, wouldn't you prefer to think that it wasn't really rape, if only so you can deal with sitting in the same room as them?

The psychology of all of this is difficult, and there aren't simple answers that cover all situations. However, arguing about it purely on the basis of semantics or statistics merely strengthens the perception that some kinds of rape aren't really serious.
