Palladium's a somewhat different issue covering a range of different technologies, but fundamentally it never actually prevented you from running your choice of software - it meant that your ability to access certain resources would be limited or prevented. Both Palladium and Restricted Boot are examples of limiting people's abilities to use computers, but I think claiming direct equivalence is misleading.
