It's clearly possible. Consistency here doesn't mean identical policy. It means policy that works in the same way. Does my power manager change brightness by jumping directly to a value, or does it scale smoothly between them when possible? Does pressing the power button result in a dialog box appearing or does it just shut the machine down? Is it possible for the administrator to impose a policy on the users that's identical to that in the desktop manager? If you're running the same code then it's obviously possible to provide that consistency. If you're not then it's effectively impossible and the user experience suffers as a result.
