Assuming your "why not" was serious rather than rhetorical, there are basically two big reasons.

1. Linux-specific markup too high for the specs:

$538, Windows8, 15.6"T,4GB ram; 500GB hdd, i5-3337U passmark 3278, Walmart.com Acer V5-571P-6485 touchscreen

$829, Ubuntu13, 15.6", 4GB ram; 500GB hdd, i7-4700MQ passmark 7940, System76.com Gazelle Pro (plus 27% sans win8)

2. Linux-specific budget-devices not available, but wide array of budget-devices with proprietary software pre-installed abound:

Although walmart/etc machines have proprietary OS, these can be overwritten (or dual-booted). These machines also have a proprietary BIOS, but methinks the System76 bios is proprietary too (not coreboot). Not sure about zaReason. Specifically, the cheapest option walmart offers is the chromebook; Acer's flavor has a full-sized HDD.
