There isn't really one "Harmony Agreement"; there are a bunch of options the agreement creator can pick and choose from. One of the options is an inbound=outbound option. The exact language you get if you choose that option is:

"We agree to license the Contribution only under the terms of the license or licenses which We are using on the Submission Date for the Material (including any rights to adopt any future version of a license if permitted)."

(This isn't to defend Harmony, necessarily, but at least this option is there.)
