Why don't you stop living in that "open source" bubble? which btw doesn't exist anymore...
If you think CLAs are important in open-source these days, let me ask you this question: how about open-source in the first place? We live now in a world in which open-source is post-hype, the new and logical thing to do is build some web-based startup which uses opensource but doesn't contribute back, and whose all IP resides in some clever server-side stuff which will NEVER be open source.
Heck, even Github works like that!! So much for the "open web", and the only thing open about the web is that you can see the javascript code when you press CTRL+U.
We need a new open source movement. One that takes it to the server-side, or brings the core of algorithms to the edge nodes of the cloud (like Eben Moglen said in his talk "Freedom on the cloud").
