Section 6 of GPLv3 clearly says you can't.

Canonical are the ones who wrote the CLA that explicitly says they can relicense any covered code under a proprietary license.

Get rid of the section of the CLA that permits proprietary relicensing and I wouldn't have an argument. So, why is it there?
