Yeah — but if we're talking about embedded systems, most Linux distributions will never target them. More to the point, Linux distributions which do target embedded systems will likely have custom installation media for them. So there's little need for an OS that is targeting those systems to e.g. also support 32-bit BIOS machines with the same installation media.
