I am not sure this issue is "brutally irresponsible" or more of an oversight. Agreed that this is a significant security issue, but I would consider this more "brually irresponsible" if this bug was present when XMir is switched on by default in 13.10. In the meantime, it is a bug...an important bug...but a bug.
