Using something that's merely EXPORT_SYMBOL() may well still end up creating a derivative work - the act of adding _GPL to a string is pretty unlikely to alter the copyright status. I don't think the presence of similar symbols tells you much about their status other than "Nobody has ever posted a patch to tag these".
