That would be the theory, but it wouldn't be the first time vendors failed to do something like that. If it's possible for systems to ship without a key but with provisioning still possible, I wouldn't be surprised if systems do.
Hopefully Intel made it so you *had* to either fuse in a key or fuse in the lack of a key or the system wouldn't boot, to prevent that kind of vendor foot-shooting. Or some similar solution.
