1) This only applies to highly integrated systems with soldered down CPUs (like laptops) and anything with a user-replaceable CPU doesn't get this.

2) It's not literally the CPU. It's in the PCH, but for the more highly integrated systems, the CPU and PCH are in the same package (although not same die) and I assume this is where the confusion comes from.
