I would agree in principle, except that Debian is very inconsistent. Minor projects get almost "harassed" about the licensing stuff, while big libraries get away with not only many licenses it uses not listed in the file that needs to list them, but in addition distributing files with no license at all (and thus no right to distribute) included in the default package! And that, to put it plainly, then pisses off the developers of said "minor projects" if others get a free pass to utterly mess up their licensing (much worse than they ever did) just because they are big.
