In fact this is not true as some of the maintainers of debian packages are the upstream developers themselve


For the sake of accuracy I would like to point out that I maintain a Debian package for which I am the upstream author, however due to various considerations the Debian releases contain changes from the upstream releases. I believe this to hold true for other such packages as well
