More and more I think the answer to "But if the ISPs cut off the installed base of crappy IoT, all those people will be inconvenienced" is "Yes. Yes. That's sort of the point."

A big part of the problem is that it's possible to ignore the problem right up until your house bursts into flames or the police show up. A policy of NO LOLCAT NO PORN NO NETFLIX until you unplug that damn thing would dramatise the whole issue and probably precipitate a political solution.
