the led's wouldnt need to be active, the chip probably uses active-low outputs to drive them. so if the led's anodes are connected to the 5v line rather than the 5v standby line - no - they wont light.
btw, AMD has a similar MCU in it's core chipset - this whole setup just stinks of intelligence agency's!
