Basically from Nov 2016 to now nothing has been done to make sure a person can still boot a signed kernel that will be validated that does not have lockdown.
So this is a case that people working on lockdown have been one tracked. The answer that to disable lockdown is run unsigned kernel was not acceptable in 2016 and is still not acceptable. Go back work out a solution where all boot kernels with or without lockdown are signed. Even if this means remaking the shim.
