I don't think it's necessary: Windows implements mandatory file locking and pages to a file, so that's most of the problem solved already. I don't think admins can override the mandatory locking or get raw access to the disk.
There's a missing pieces, which is the "offline modification" part of the problem, but... maybe that's not a problem?
