Just because it's Windows 8 logo doesn't mean that it won't run Linux.
Microsoft is saying that to be Windows 8 logo it must support a certain set of features. There is nothing preventing OEMs from adding value and making more features, like adding Linux keys, or creating an option to disable secure boot.
