The PC must ship with the Windows key in the UEFI to be Windows 8 Logo compliant.
It would be interesting if each OEM would have a UEFI customization page where you could install your own keys and download a custom firmware upgrade containing those keys.
They have no reason to do this unless the non-MS OS communities demand it from individual OEMs. The community needs to find an OEM (like Dell for example), organize, appoint a representative, and engage the OEM in dialog requesting this ability. They are in their early stages Windows 8 planning, now is the time.
When one of them is on board, make a big deal about it, promote it, and encourage other OEMs to get with the plan.
