Dell and Lenovo mostly use Intel and Intel already has all of what Pluton specifies. AMD probably does too, which they didn't tell anyone. All they're likely doing is providing a Pluton compliant interface for PSP which has been in Zen since day 1.
I really think this is just MS trying to brand something as their own that the mainstream CPU makers are already doing.
