The FSF is talking about TPMs as defined by the Trusted Computing Group, as demonstrated by their reference to them being required for machines to run Windows 11. No GPU implements this specification.
If you want to see this work on a device without a TPM, simply take any machine capable of running Windows 10 that doesn't have a TPM, plug in a Geforce 10 series or later card, and observe that the Netflix app will serve you 4K HDR video.
