IMO Microsoft wants a TPM to do their own version of Google Play Integrity to force users to use OEM-provided software and block any app if it runs if the Windows installation was tampered in any way so OEMs can shove malware and bloatware down people's throats, people can't install Linux on their PCs, users are forced to upgrade their OS when Microsoft says so, etc.
