It doesn't default to end-to-end encryption and doesn't support that at all for group chats, so it's trivial for anyone with sufficient legal (or monetary, depending) influence to access the vast majority of messages. Signal is expressly designed such that even if the server were run by the most competently evil people you can imagine, there'd be no way to get cleartext.
